Colonel,
The bearer Mr F. Wyatt has presented himself at this office and states that he is a dealer in iron and is travelling over the State he has acquired an extensive knowledge of quantities of iron scattered over the State, late the property of the rebel Government and much of which he believes is not known to any Agent of the Government at present. He wishes to arrange for the collection and purchase of this material. I have referred him to you as I wish to proceed only through you - and I think should he satisfy you of his personal fitness his knowledge and experience may be valuable to the Government. He has also some remarks to make touching the present collection and disposition of this material which are worthy your attention.

Captain;
Mr Z.A Phillips claims that a certain lot of ground with buildings on it known as the Ordnance Dept at Demopolis is in the possession of this Bureau. The General directs that you inquire into the case and if the property is indispensably necessary for the use of the Bureau to make such arrangements for the rent of it as may be just, sending a report of the contract to this office for approval.
If the ground is not necessary for the use of the Bureau, transfer it to him, retaining such buildings as were erected by the rebel Government. If Mr Phillips wishes to purchase these let him have them at a fair valuation and account for proceeds to this office.
