By direction of Major Gen'l Swayne in reply to your communication of the 4th inst 
I have to inform you that Brvt Major Pierce at Demopolis is the Supt of Freedmen for your District and that questions arising which cannot be settled by civil magistrates should be referred to him. You are respectfully requested to call in Major P. for advice and assistance.

I am directed by Major Gen Swayne to apologize for negligence in answering your communication of Dec 29/65 and to state that it has been referred to District Commander with a request that Major Rankin report his reason for seizing the animal referred to. When report is received proper action will be taken in this office.

In the bill introduced by Mr Trumbull in the Senate reorganizing the Bureau provision is made for the setting apart a certain amount of Public Lands for the benefit of the Freedmen in the States of Mississippi, Florida and Arkansas, no mention is made of lands in Alabama.
There is more public lands in this State than in Mississippi together, and more freedmen
