in this State, both black and white, but almost exclusively the latter, who as they recover must either go out in their old clothing to disseminate the pestilence, or remain in the loathsome vicinity of the pest house.
 
Touching the business enquiries of Mr Cadbury, the Chief Quartermater at Philadelphia will receive and transmit packages such as he refers to, in compliance with General Orders. Should it be thought best to make this Bureau the channel of distribution they will be faithfully cared for by our agents, and their receipt and distribution acknowledged. In that event, packages should be addressed to "Capt Thos. J. Kerr A.Q.M. Montgomery Alabama"-

I do not send a precise estimate as suggested as it would be mainly conjectural, and to approach the truth would also appear rapacious. If an outfit for any number of persons less than four hundred be sent, it will be carefully used and each report sent as will give data for your own conclusions.

I am directed by the Maj Genl. to say, in reply to your communication of the 13th inst. that you will have to issue rations to all indigent Freedmen who come within your jurisdiction, but the County Commissioners must provide quarters for them. If necessary a supply of clothing will be sent you.

I have the honor to acknowledge the receipt of your communication of the 20th inst in reference to Capt Poillon.

Col Robinson Supt R F & A. Lands has been instructed to employ Capt P. with an adequate compensation. Orders are such, that it is impossible to have an officer retained in the service after his regiment is mustered out.
