Provisional Government, to join in asking you that he be appointed Collector of the Post of Mobile.

This I could not primarily do, as I had made the same request for an old army comrade. But as it is thought my opinion may be serviceable, I cheerfully state that Mr Garrett, after long service as a public officer, is now returned to the State Senate by his fellow citizens as a testimonial of their confidence. And further that he is a Union man whom the loss of property has not alienated from the Government, and his urbanity and industry have given him a high capacity for usefulness.

The Asst Coms'r has directed Col Robinson to instruct Col Yarrington not to exercise jurisdiction over cases which under the civil law should be tried in your Court.

I have the honor to acknowledge the receipt of your communication of the 25th Jany. Eight (8) officers of the Vet. Res Corps have reported at this office. Orders have been received assigning four (4) more. The services of five (5) more officers will be required to replace Volunteer Officers mustered out in this State. I would prefer them of the rank of Captains or Lieutenants.
