268 Colonel, I received just now a very kind dispatch from you, enquiring whether there was any legal provision for transfer of certain fines to the funds of the Bureau. I was obliged to reply that there was not but as the matter is within the control of Gen Woods, I added that if he would so order, I would hold the money subject to decision by final authority. It is possible I shall go to Washington next week, and while there I can easily have the matter ratified there. Gen Howard, I am sure would take it very kindly. In reply I have to say that helpless and dependent orphans are of all persons the most proper objects of relief, and will receive it, so long as we have anything to give. And further, that I beg that 269 generally as well as in this instance you will consider the issue of rations as rather subordinate to than exclusion of your own authority, and will not hesitate to direct such issues as may seem to you required by necessity.
