I enclose you a copy of the Apprentice Law with a Circular Letter from this Office.

Please publish it twice in your paper.  Send me One Hundred copies of the first issue containing the advertisement and send me your bill receipted and I will remit.

Colonel;

I have the honor to acknowledge the receipt of your Circular Letter of the 28th ultmo, in relation to transportation.

Transportation has never been furnished from this office to Freedmen for the purpose of moving them to points where their services have been engaged, and in all cases orders for transportation have been limited to those classes indicated in General Orders No. 138, 1865 A.G.O

Applications are daily made at this office by Planters from Mississippi who state that they obtain transportation on each side of our District but their requests are refused.

Transportation was furnished during the last month from this office to thirteen adults and nine children all destitute Refugees & freedmen coming within the provisions of the above mentioned order.

A limited amount of requisitions for transportation in blank were were furnished to the Suprs at Selma and Huntsville.  No report has yet been received from them but the whole amount issued by them will not exceed ten adults.  All the above transportation is of course within the limits of the State.

I telegraphed you on Saturday that in the absence of Gen Swayne I would approve the muster out of Col Deane.  In relation to your offer of Capt Whitsal in place of Col Deane I would prefer that at present the detail be not made.  The emergency which required the services of an A.Q.M. has passed & will probably not arise until definite instructions are received from Genl Swayne in regard to certain matters pertaining to Bureau property.
