Supt R.F & A.L.
Hunsville, Ala

Colonel;

Dr Ripp reports you have a mann in arrest for kidnapping a negro and selling him in 1863.

The Proclamation of Amnesty by the Governor of Ala of date Feby 12. 1866 releases the this man from any penalty for this crime but the Freedman stolen by him has a claim for damages against him. You can therefor hear a claim of such a nature from the Freedman and decide on it in accordance with the facts.

I should think that the proper damages for the man to pay, if the case should go against him, would be the price he obtained for the Freedman with costs of suit.
