one of the parties charged with burning the Church in Mobile in Feby but that the proof is insufficient.

Unless you succeed in obtaining the Marine Hospital the school in Mobile will have to close until one can be built. As far as the pay of the teachers is concerned the school is self-sustaining. $415 having been collected on tuition last month. There are 890 scholars enrolled.

The schools in the Huntsville District are prosperous, there being 1113 scholars enrolled.

Please telegraph when you reach Atlanta on your way back.

It is reported that the Colonel at your Post refuses to issue rations in bulk. It  is not intended that they should be issued to the County Judges in that way. The word "bulk" in my letter of the 20 ult is an error.

A provision return for the number of persons in each County who are entitled to draw rations, should be made signed by you and approved by the Post Comdr.

The number of days should be from the date on which the return is made to the end of the current month. The number of persons for the Counties to which you are authorized to issue will be found in my letter to you of date Feby 20. 1866. copy enclosed.

Circular No. 19 authorizes the Asst Colonel to draw supplies for a month and send them to sub-depots. This Circular is based on No 8 which provides that issues can be made on returns sign'd by an agent of the Asst Comsr. Copies of these Circulars are enclosed.

Circular No 19 is construed in this office and by all Counties to mean that rations can be drawn in the manner specified above.

In making your reports of rations issued use the blanks furnished you from this office and enclose in it all the rations issued whether to County Judges or in your own County. Please show this letter to Mr Cruikshank.
