Your comn of the 21st inst is received. Gen Swayne and Govr Patton are back in Washington.

I have sent in today a copy of the apprentice law and our order on the matter.

Where parties make contracts that are not approved and the laborers leave them and cannot get their pay you have authority to proceed against them and collect. You need not take the "stay law" into consideration in claims for wages.
