Your comn of the 26th inst is received. The answer to your first question is contained in the endorsement on your "opinion" enclosed herewith. You should see that revenue stamps are placed on contracts. Being an agent of the Govt it is your duty to attend to this. A five cent stamp should be placed on each sheet of paper on which the contract is written.

I shall be over to your place next week and will arrange for the return of Messrs Hall & Lapsley's property.

Send the vouchers you mention and I will submit them to the General when he returns.
