Comsr &c.

Sir;
Your comn of the 28th inst is received. On the 27th inst a man applied at this office for rations for the upper part of Randolph Co. Although rations had been supplied to the County I gave him 500 rations as a temporary relief. I instructed him to see the County Judge and call his attention to the necessities of his section.

I would suggest that you notify the several County Judges to call at the Depots and apply for their quota of supplies. An estimate for April was forwarded on the 26th inst for the saved amount as heretofore and by the time your notice would reach the Counties the supplies would probably be ready for issue.

I suggest also that you instruct the County Judges to furnish the Agents proper credentials. Through a failure to do this delays have often occurred in the issues.

Did you receive my letter of the 17th inst?

Very Respectfully
Your Obdt Servt

Captain,
Your comn of the 26th ult is received. You have authority to collect wages due freedmen for last years work. If you have time to attend to such cases try them. You can approve contracts for Jefferson Pickens and Marion Counties when the parties requiring such approval are nearer to you than to any other agent.

There is nothing new in the affairs of the Bureau. It may be discontinued but until it is we will administer the orders and rules without fear or favor. Justice shall be done to the freedmen as long as we have the power.

Gen Swayne will be back this week.
