Circular Letter
Offices in charge of Hospitals, Colonies, etc. are hereby directed to frequent and careful inspections of establishments and Quarters occupied by Refugees & Freedmen under their jurisdiction, and promptly perfect such sanitary regulations as may be deemed necessary to guard against, as far as possible, the occurrence of Cholera and other epidemic disease.
Free Ventilation should be established in and about the dwellings, and over-crowding avoided as much as possible. No rubbish should be allowed to accumulate in or near the Quarters. The Houses should be frequently whitewashed inside and outside, Personal cleanliness of the people must be strictly enforced.
Superintendents of such districts, in which Hospitals, Colonies, etc., are located, are hereby authorized to purchase disinfectants for the use of such establishments on the Certificate of the Medical offices that these articles are necessary in order to prevent sickness amongst the inmates.
