Colonel,
I am advised by our surgeon in Chief that the actual presence of Asiatic Cholera at points on the Atlantic Seaboard, makes it [[strikethrough]] necessary [[/strikethrough]] reasonable to expect its arrival at any time at mobile, where our advanced climate may give it a rapid prevalence. The immediate treatment which this disease requires makes it necessary to prepare a Hospital where Freedmen & others can be cared for at a less distance from the City than Dog River, where our present Hospital is located. I suppose the order of the Quartermaster General, directing that Hospital Tents be transferred to the Bureau when required for treatment of Small Pox, may be taken to refer to any contagious disease presenting the same necessity.
I have therefore to request that you will cause to be transferred to Lieut J. D. Jennings VR Corps & AAQM of the Bureau at Mobile.
Fifty Hospital Tents to be used as above stated

In reply to your communication of the 23rd inst this day received I have the honor to state that the only authority now noted in any person in this State to interfere with the child of a freedman is found in the law of Apprenticeship, a copy of which is herewith enclosed. (As Copy of circular letter dated march 3rd acts of Leg'r)
The husband is entitled to the custody of his wife as against any contract she is able to make, and to ask a woman in marriage, is not to entice her away from a contract within the meaning of the statute on that subject
