General
Herewith I have the honor to transmit copies of a communication from Maj Genl Canby in reference to the Blockade runners, and of the memorandum of Capitulation by Dick Payton.

You will see that these vessels are not so mentioned as to conclude private claims. We are already annoyed with these two or three deep, and with your concurrence I think that as Genl Canby suggests, they had better be got rid of without resort to litigation.
Very Respectfully
Your Obdt Servant
(Sgd) Wager Swayne
Brevet Major General
