Your communication of the 8th inst is received. In reply I have the honor to state that Lt Col G A Washburn Supt of the Bureau at Mobile, has charge of collecting (free of charge) the claims of discharged Colored Soldiers, for back pay bounty etc.

I have the honor to refer to you the enclosed letter. You will please cause such public notice to be given as will notify all colored soldiers, their heirs, or representatives, of the readiness of the Bureau to collect all claims of Colored soldiers against the Government free of charge. I have written Mr Raymond stating that you have charge of this business.

In reply to your communication of the 26th ulto I have the honor to state that measures will be taken to obtain free transportation for the rations intended for the destitute of your County, over the railroad leading to it. It is thought that a personal application from the Judge or County agent, would induce the [[Tenn?]] and Ala R.R. to transport these rations free: since other roads in the State are so doing
