Lieut Col & Supt Mobile Ala Colonel Your communication of the 7th inst is received When contracts are approved by an officer of the Bureau or by an agent especially delegated for that purpose they can be enforced by the civil Magistrate under the provisions of Gen Order No 12 of 1865 from this officer The Bureau assists Employees who comply with the regulations of this office in having their contracts approved by giving the Civil Magistrate authority to arrest and punish Freedmen for violation of such Contracts. any Justice of the Peace has this authority. In regard to the application of J.F. Shepard I have to say that it is not desirable that any more citizen agents should be appointed at present. Very Respectfully Your obdt Servant C Cadle Jr A.A.A. The writer of it of course cannot be held as a slave, and if she has not contracted with the party holding her, or if the contract is manifestly unjust she has a right to leave her employer. You will please deliver to Mesr Hull & [[Lapsley?]] the lot belonging to them on Water St in this City. together with the buildings then on created by the late rebel Govt. The conditions of such delivery to be that Mesr Hull & Lapsley shall give a quit claim for all taxes, costs, or other claims against the [[?]] on account of said property. Sir You will please notify the civil authorities of this City that the "Chain gang" as a mode of punishment for Freedmen must be dis-continued. Unless this is done the authorities will be proceeded against, under the Civil rights bill The assistant Commissioner is determined to put a stop to a punishment wherein so gross a distinction is made on account of Color.
