I have the honor to forward you the enclose official copy of a resolution passed by the House of Representatives relative to the relief of the people of this and other of the late insurgent States. The General directs me to say that his telegram to you of this date was sent in pursuance of this resolution and of orders which make it his duty to carry it into [[effe??]] and because he understands that a large quantity of [[com?]] has been left upon your hands by the unexpected muster out of the Cavalry.

I have the honor to ask your attention to the enclosed communication from F.S. Lyon of Demopolis Ala and to the deed of transfer also enclosed. These papers the [[?]] of which are substantially correct revert that by order of the President of the United States certain real estate form held in fees simple by the rebel Government, and substantial

advertised at public sale by the United States Treasury Dept, was pending such sale, transferred to me by the Hon. Secretary of the Treasury. That I was authorized by immediate commander to sell the same, and did continue and perfect said sale, the property being disposed of for a full and fair consideration in hand paid and [[crossed out]]that[[/crossed out]] the enclosed deed of transfer executed. This was done openly in good faith in pursuance of orders.
It now for the first time becomes [[?]] that the title under existing legislation is defective. At the same time rights have been acquired and expenditures made under it which involve innocent parties in serious loss, unless it be perfected.
I accordance with your kind suggestion when the case was verbally presented, I beg your assistance in securing in this matter the honor of the Government and the interests of justice.
