The case of Harriet Osborn (Cold) who asks that her daughter Caroline may be aided in coming to her was referred by me to the Supt of her District who has returned the papers with a report. It does not appear that in her case transportation is authorized under Circular No 2 Current Series from the Commissioner

Genl Woods the Dept Commander will be requested to have retained in service the Quartermaster at Huntsville until such time as the transportation can be turned over to the Bureau.
