Frequent complaints some of them pretty well authenticated, are made that the issue of the beef ration is attended with irregularity and inducements to fraud on the part of the county agents who sell their orders on the Contractor.

As there is more fresh meat in the country than any thing else and the persons who receive the destitute ration frequently make out their supply with it from other sources, I have to request that you will cause the beef ration to be discontinued, on receipt of this note except where the issue is to individuals living in towns where an Asst Commissary resides.

Your communications of the 14th inst is received. In reply I have the honor to state that at present it is not deemed expedient for you to enter upon any extensive systems of repairs in your Dept. Arrangements will, if possible, be made to give you efficient transportation to, through other means.

Your Communication of the 14th inst in regard to the supplies of rations for the destitute in your County is received. In reply I have to say that if the Probate Judge will send an agent down here with a certificate from the Judge that he has appointed him as the agent of the County, he will receive the supply of rations estimated. This office cannot recognize any other parties, or take upon itself the labor and responsibility of shipping the rations to the several Counties of the State.

A communication has been recd at this office from J.Q. Smith Esq enclosing a letter from Dr. T.J. Morgan, of Selma, relative to the Masonic Institute now occupied by the Bureau as a Hospital. The Genl directs me to say that you will cooperate with the City authorities of Selma, in removing the sick from the Masonic Institute when any other suitable provision can be made.

Mr Buckley Supt of Education, left last night for Selma with instructions to that effect from the General.
