General I have the honor to reply to so much of your letter of the 4th inst as transmits a joint resolution of Congress relative to destitute persons in this State and directs me to take immediate steps for their relief and to report the result of your (my) enquiries and the action that may, be taken. Inquiries prosecuted on every hand long ago developed the existence of an appalling amount of destitution in this State. The best estimate that can be formed is that not less than forty thousand men from Alabama perished in the war.
