Rachel Kennedy a colored woman states that Williams Chancellor or his father bring near Wetumpka has in his possession a child of hers aged thirteen (13) years, which he refused to give up, though the agreement between herself and Mr. Chancellor was simply that the child should render Mr. C. two (2) weeks service commencing last Christmas. This statement is referred to you with a request that you will enquire into this case and inform these Head Quarters of the facts
