Dear Sir, 
Bishop Wilmer has sent me your note of 19th inst., touching the collection of an Educational tax from freedmen.
I much regret the position in the matter ascribed to Colonel Robinson. I would have been in my judgement greatly better to collect the tax, and apply it as proposed by the Commissioners. I suppose it is now too late to remedy the matter.
In regard to the transaction in which Mr. Montague was involved, I presume you understood from my reply that we should be glad to aid you in getting at the truth, so far as our records may show light upon it, and in obtaining restitution of any funds wrongfully acquired, which are found to have been transferred to this office
Allow me cordially to reciprocate your expressions of esteem.
