I have the honor to forward herewith the proceedings in five cases lately tried by the General Court Martial in session here, in which I am unable to take final action for the reason that I don't know where to confine them. The Guardhouse here is not sufficiently safe for the confinement of prisoners sentenced to imprisonment for over sixty days.

As the terms of service of several of the prisoners expire in the present month it seems urgent that immediate action should be taken in their cases.
