Wheat is beginning to come in and you will observe, from the estimate you already have received, that for and next month a reduction of two fifths is proposed. Perhaps as much more can be taken from the month succeeding.

I am receipt of your note, I do feel deeply sorry for you and for your family and would take no steps in prosecution not required by duty. 

The whole of these frauds upon the Government will have to be brought out by trial that the loss may be as far as possible made good. That done and those who originated this matter punished, your condition and past services will doubtless have due consideration.
