Dept of the South Capt Your communication calling the attention of the District Commander to the fact that the Tri Monthly return of the 10th inst has not yet been forwarded is received. In reply I have the honor to call your attention to the fact that these Head Quarters have not as yet been furnished with a copy of the Tri Monthly return of May 31st 1866 without this no correct Return for the 10th inst can be made out. In reference to the removal of the "Colony" from Garland to the vicinity of Greenville you had better see the County Commissioner and endeavor to make some arrangement by which they shall take charge of the indigent freedmen on the Bureau furnishing rations The system of issuing rations to planters must cease. If they cannot support themselves 79 or have no one to support them they should be removed to the Colony. You can pay your office Clerk Eighty dollars ($80) per month and rations, and the employee at the Colony forty dollars ($40) per month and rations Very Respectfully Your Obedient Servant O.D. His muster out papers were forwarded through this office to the Paymaster at N.O. for final
