84 Head Quarters Dist of Alabama Montgomery July 5th 1866 Pacey Mr W. A. Am. P. A. Com. Chicago Ills Sir Your Communication of the 18th Ult. to C. W. Buckley Supt of Education in this State having been referred to me was referred to the Supt of the Bureau at Mobile. His report in reply thereto is as follows. Office Supt. B.R.F. & A.L. Mobile Ala July 3rd 1866 Respectfully returned with the following Report. Mrs Smith with whom the within named child (Mary Dyce) is living is on a visit to Portland Ky. Mary is now with a Mrs Sadler. Mrs Sadler has a letter given her permission to keep Mary Dyce until she is taken from her by proper authority. I saw Mary who told me she did not want to go to her Mother but wanted to stay with Mrs Smith, who treated her well. The child seemed very intelligent and to be well care for. Mr. Branch informed me that he had heard from several colored persons who had been members of his school that Louise Dyce had a very bad character while she was in Mobile. Mary Dyces Father is somewhere in Mobile but I have been unable to find him (Signed) L. J. Whiting Capt. & Act. Supt. B.R.F. & A.L. District of Mobile I shall send the papers to Mr. Branch at Mobile with directions to him to (if he thinks proper) take the child North with him when he goes and that in that case the authority given by Col Hammount, to retain the child will be considered revoked. Sir It is necessary to send rations over your road from Greenville to Garland, for the use of the colony of destitute at that place, will not your Company transport these rations free of cost since they are exclusively for the use of the destitute. Colonel I have the honor to acknowledge the receipt of your communication of the 27th Ult. The position of Agent of the Freedmens Bureau in Morgan Co. is one to which no pay attaches the only emoluments being the tax authorized by this office to be assessed on contracts. The appointment of Agents in the Huntsville District has been left entirely to Col Callis.
