Huntsville Ala Colonel Your Communication of the 30th Ult with accompanying Report of orders for transportation issued is received. Head Quarters Dist of Alabama Montgomery July 7, 1866 Withers Hon J. M. Mayor of Mobile Mobile, Ala. Dear Sir Returning last night from Macon I find awaiting me your note of 3rd inst. It was not my purpose to leave the matter referred to on so imperfect a basis as our verbal understanding in Mobile, but to make of it record as soon as I returned to my office. Accordingly I send you enclosed a Copy of Special Order which I think covers the point. Although the phrase, "And the balance you will pay" occurs in your letter I enfer [[infer]] this was an accident, not meaning that I should undertake of the payment of any much less an undefinite sum for the removal of earthworks in and around Mobile.
