Swayne desires me to say, that he would cheerfully comply with your desire to use his name on your Advisory Committee if he were a private individual.  He cannot however consent that the Bureau shall through him be identified with any monied institution.

Your communication of the 6th inst is received. In reply the General desires me to say that in regard to the Stores but not as to the upper rooms you are authorized to make the statement that the Government will give possession on the 1st day of Oct. 1866.

In accordance with your letter of instruction of April 23rd 1866, I have the honor to report that blank form of order for transportation No. 5, was this day filled out for Mr. Wm. V. Turner freedman Government employee from Montgomery Ala. to Richmond, Va. and that Blank form No. 6 was filled out for the same person from Richmond Va. to Montgomery, Ala. Said Turner is teacher of a school at Wetumpka, Elmore Co.

I have the honor to enclose you herewith an order relieving you from duty as Provost Marshal at Mobile. It is not deemed necessary to continue the office of Provost Marshal.

The General directs me to say that he desires you to make a formal tender to the City Authorities of Mobile, of the three Negro prisoners in your charge, and that if they decline to receive them you will then discharge them from custody.  The other prisoners yo will as soon as possible have transerred to Fort Gaines and break up the Military prison at Mobile
