the Major General Comdg. has been considering the propriety of reducing the number of rations issued in your section.  And the statement of Mr Jamieson has confirmed him in the opinion that a much less number is required than is now furnished.
The number of rations to be furnished your County for the ensuring month will therefore be greatly reduced.

Gentlemen
I am directed by Major General Swayne to acknowledge receipt of your note of 12th July. The property referred to was transferred to and sold by the Bureau in pursuance of an order of the President of the United States, a copy of which is enclosed herewith.
The District Attorney saw fit for reasons difficult to surmise, to insulate proceedings by which property to which the United States held by undisputed title and had formally disposed of might be confiscated and sold over again for the use of the United States except that in this last case half the proceeds go to the use of some informer known to the Attorney only.
Whenever those proceedings came to the knowledge of the General they are explained to the Judge and by him properly dismissed. It may be to late in this instance. He will however be made acquainted with them, and the case will be expressly presented to the President who if properly understood does not usually tolerate disobedience of orders. Meanwhile it may be necessary for you to bid in the house at Marshals sale. In that event when Court meets, the Judge will be requested to order the

money returned to you. Failing this the amount although already accounted for to the Treasury had better be returned from the funds of the Bureau, than that an innocent purchase should suffer.
It is proper to add however that if the Mr J Kinsburg whose name appears is the person of that name implicated in the recent embezzlement of Government rations at Greenville, you may be remitted to your warranty from him, and his claim simply considered when all these parties are brought to the bar of that Court under the severe Act of March 3rd 1862 to answer for their share in those scandalous transactions.
