I have the honor to enclose herewith S.O. No. 26 Ext 2, relieving Capt Jackson and directing him to report at your Head Quarters.  The Bvt Maj Genl. Comdg Dept of the South desires me to say that the transfer was not objected to at Dept Hd Qrs, but only the manner of making it, the order having been issued by Col Dawson who being only a Post Commander had not the requisite authority in the case

A communication has been received at these Head Quarters setting forth an alleged outrage said to have been committed on the family of Mr John Adams residing Six (6) Miles from Evergreen Station and near Andalusia Covington Co.  The statement is that Mr Adams being absent in Florida and no men being with the family a gang of about Twenty five (25) men, went to the house threatening the women's lives and striking one of them severely - that they then carried the women to Andalusia, kept them till the next night and released them swearing that they will drive all Union men out of the County.  Mr Adams is stated to have been a union man.  States also that one James Franklin went off about a month ago to report the troubles and not having been heard from is thought to have been killed.  You will make inquiries as to this matter and make full report of the facts to these Head Quarters.  And also whether the Civil Authorities have taken any action in the matter.

This order is issued in compliance with instructions from Department Head Quarters where the papers in the case were forwarded for action.

In reply to your communication of the 24th Ult I have the honor to enclose herewith half a dozen blank forms of Application for bounty &c together with a sheet of receipts.  When the discharge has been lost I cannot say what steps are necessary but will write to Washington today for instructions on that point.
