The Tri Monthly Report for June 30th was returned for the reason that "Officers cannot be gained or lost by promotion".  Will you please refer to the enclosed heading of a Regimental return where a blank is left for "Gained by promotion or appointment.

Again if so many Captains and so many Subalterns are reported for one month and the next month a certain number of subalterns are promoted to Captains how is the loss of one and the gain of the other to be accounted for.

I of course do not object to your requirements for the rendering of reports.  Had I received complete copies of the returns as you promised they would have been made in such a way that there would have been no necessity for their return for correction.  I think I understand now what you require and shall endeavour to prevent any recurrence of incorrect reports.  I write this letter not in any captious spirit but for the purpose of trying to remove the imputation of "Carelessness and disregard of instructions" cast on me for the first time in my Military service.
