Tuscaloosa Ala Captain Your reports of Rations issued to Refugees & Freedmen for the Month of July have been received. They should if possible be forwarded on the first day of each Month. Be particular in all Reports to account in your columns of "Gain" and "Loss" for the difference between your Aggregate and Aggregate last Return. In my opinion to say the least the proposition is dishonorable as the conduct of the Agent is alleged to be dishonest.
