fairly available for some time yet, I have made the estimate for this month applicable also to the next.

Before another estimate is forwarded a definite conclusion can be reached probably avoiding an unpleasant difference with the State Authorities otherwise unavoidable.

At the same time I have not failed to impress upon them that the primary duty of the State to take care of these people must be met as soon as possible, and I hope that at the meeting of the Legislature in November it will have their earliest consideration.

I have also forcibly pointed out that the injurious and unfair treatment to which you have been subjected, makes it due to you that they should see that the measure of your liberality towards them is so far adapted by the President, as to relieve you from all imputations having their origin with those who profess to be in sympathy with him.
