Your estimate of Rations required in your District for September has been received, and I have signed and delivered to Capt Arthur all the returns necessary to cover such issue with the exception of the amount estimated for the Freedmens Colony.

That amount you will take from the Rations for Butler Co.

Your communication of the 24th inst to Lieut Logan A.A.Q.M. of the Bureau at Mobile informing him that you would be ready on the 11th prox to transfer to him certain amounts of lumber and other building materials has through the Act Surg in Chief reached this Office.

This lumber &c was intended for the building of a Hospital in the event of Cholera or other epidemic breaking out in Mobile.  So far no necessity has arisen but the Sickly season is not yet over and it is not certain that such Hospital will not be needed.

The Maj Genl Commanding though directs that these materials be retained until such time as they are needed for the erection of a hospital or it is decided to dispose of them otherwise.

Your Report together with the Report of Lieut Whitney and accompanying papers in the matter of the arrest of the parties charged with committing the gross outrages on the family of Simon Stiggens a freedman of Baldwin Co. is received.

For the prompt and efficient manner in which these parties were arrested my thanks are due and are cheerfully accorded to yourself as well as to Lieut Whitney.

The quietness and celerity rendered escape or disturbance impossible are especially appreciated
