You will report progress in the Harris Case, and see that it is not allowed to be dropped, but that he has a strict and impartial trial. Very Respectfully Your Obdt Servant O.D. Greenville Ala Sir Your commmunication of the 11th inst together with Judge Porters letter of the 7th inst referred by you to this office have been received. In reply the Asst Commissioner directs me to say that a place for the Colony may be hired at or near Greenville at a moderate rent for a term not exceeding two (2) years. Before closing any agreement however you will report to this office the proposed terms. The greatest strictness must be observed in admitting persons to the Colony, only those who are aged decrepted, sick, or too young to work should be admitted. Very Respectfully Your Obdt Servant O.D. Charles R Comdg Dist of the Chattahoochee Macon Ga General You will remember that some time since, I presented to you a note from the Secretary of War, requesting you to transfer to me as Assistant Commissioner, the Marine Hospital at Mobile, as soon as the patients could be located as suitable elsewhere. An obstacle was found to exist in the unwillingness of the Treasury officials at Mobile to have the Marine patients located elsewhere at all, without the express permission of the Secretary of the Treasury. When I was last at Washington I saw Mr. McCulloch. He said to me that he considered the building as still in the custody of the War Department, and that he did not feel at liberty to make any order in regard to it. As to the patients, however, they were in his own charge and he could remove any obstacle arising from that source, which he did, turning them over to me by the enclosed letter, the conditions of which were suggested by myself. eneral Howard then directed me to apply to you for an order (in pursuance of the original request of the Secretary of War) transferring the building to me as Assistance Commissioner. This I should be glad to receive at your convenience. I have deferred the application thus long because of the threatened prevalence of disease. The time is now come to prepare for the opening of our schools and of course we want the building secured (though not for immediate occupation) before making arrangements looking to its use.
