I have received from Washington letters of qualified approval of the project submitted in regard to rations, with authority to proceed at once. 

I think you had better come here as soon as you can after the receipt of this.  I must go to Nashville before matters can be fairly set agoing, and I would like first to have an interview with you.

Sir

Louise Smith a Colored woman living in this City says that two children belonging to her who are now forceably held in possession by her former master "Jale Spigil" living on the Wenoka Creek about three miles from Avoca River in your County.

The woman has a husband and is fully able to support and take charge of her children.

I am directed by Major Genl. Wager Swayne Comdg Sub Dist of Ala, to communicate with you on the subject and request that you order the delivery of those children to their Mother.   

You will please endorse your action in the case on this paper and forward the same to these Headquarters.
