In answer to your letter of the 22nd inst I have the honor to inform you that under the existing state of affairs it is impossible to carry out the provisions of General Orders No. 12 1865.  All disagreements occurring between employer and employee will have to be referred to the Civil Courts.  When it is evident that the State Officials will not do justice to the parties interested such cases can as a matter of course, be brought before the U.S. Commissioner who will no doubt take action in cases which come under his jurisdiction.

Your communication of the 29th inst was handed me by Mr. Martin this morning.  Not anticipating that you would make any purchase before the 1st of next month the arrangement in regard to funds has not been fully completed and it is therefore not known whether we can draw on New York at once.  I have telegraphed Genl. Swayne at New York to know if we can draw for twenty thousand.  I wrote you on the 27th and also yesterday.  I enclose now a list of the Bureau Officers who will receive the Stores at the depots at which the supplies are to be shipped.
