Sir,

I forward you herewith by Mr. Pelham a second copy of the Tabular Statement you desire. I sent the first copy by mail the second day after your departure and it has perhaps by this time reached you. The estimate made will cost much more to fill then was anticipated. I have telegraphed the General in regard to it and will forward you such instructions as I may receive.

Sir

The communication of John Rhodes of the 22nd inst endorsed by yourself and relating to the apprenticing of fifteen (15) children to the said Rhodes has been received. In reply I have to say that I find nothing in the State law which limits the number of children to be apprenticed to one individual, the whole matter of apprenticeship is now in the hands of the several Probate Judges, and all that it is competent for you as an Agent of the Bureau to do is to keep watch of such transactions noting whither the letter or spirit of the law is violated.
