Your communication of the 9th inst directing to be forwarded the name or names of such Officers of the V.R.C. on duty in the Bureau in this State as can be spared for assignment elsewhere is received. I n reply I have the honor to state that there are on duty in the Bureau in this State only nine (9) Officers of the Veteran Reserve Corps while the State is divided into eight Districts.  Four of these Officers are serving as Superintendents, the other five as A.A.Q.M. and A.C.S.  Two of the other Districts have Supts detailed from the 15th U.S. Infty, and the other two have civilian Supts.  The 15th Infty which is the only Regiment in the State has but few Officers and it would be difficult to obtain Bureau Officers from that source without detriment to the interests of the Military service.  The Asst Commissioner being absent I make this full Statement in order that the Commissioner may see that Officers of the V.R.C. cannot be spared from duty here without injury to the business of the Bureau.

Your communication of the 13th inst requesting to be forwarded the names of all Officers of the Volunteer Staff Department. (Adjt Genls. Subsistence, Qr Masters, and Medical) now on duty here whose services can be dispensed with, is received.  In the absence of the Asst Commissioner, I have the honor to reply that the only Officer of the Departments mentioned on duty in the Bureau in this State, is Bvt Lt Col C.J. Kipp Surgeon of Vols, who is now Surgeon in Chief of the Bureau in this State.  If the Medical department of the Bureau in Alabama is to be continued Dr. Kipps services cannot be dispensed with.  In addition to this Officer Bvt Lt Col Edwin Beecher and Paymaster U.S.A. is on duty here as Chf Dis Officer.  The services rendered by this Officer are indispensable since he is the only disbursing Officer of the Bureau in Alabama.
