Your understanding that the Government has nothing to do with the freight or shipment of these supplies from distributing depots to the several Counties is correct.

Your communication of the 19th inst asking that an Agency of the Bureau may be established in your place is received.  In reply I have the honor to state that a scarcity of Military Officers renders it difficult to establish new agencies at present, and that no civilian Agents are now being appointed.
