Your communication of the 5" Inst in reference to the case of Geo Morrison (Col) condemned to be hung on the 28th inst is received. In reply I have the honor to state that my communication of the 30" Ult was written in accordance with an understanding between Gen Swayne and the Governor that in all cases where the penalty prescribed conflict with the provisions of the "Civil Rights Bill" the matter should be settled by a commutation of sentence. General Swayne desires that you see Judge Chaimberlain and procure from him a letter recommending a commutation of the sentence that he may lay it with his own recommendation before the Govenor.

Your communication of the 7th inst enclosing "Circular letter" fro the Comissary General of Subsistence. and which I herewith return is received. In reply I have to say that no action is required of you at present in this matter. The Circular applies to special issues only, and,  not to the regular issues being made to the inmates of the Colonies, hospitals &c in charge of the Bureau. I enclose you a communication received for you from Huntsville.
