Herewith I have the honor to transmit a statement of a claim preferred by Mr John J. Martin of Tuskegee, for the 
value of some animals killed and eaten at one of our home Colonies in 1865. It is the only record I am able to procure, as the loss occurred before we were well organized, though I had at the time full knowledge of the facts. At the time the loss occurred I was not disposed to pay it. A construction as rigid as I was then driven to for want of means, i.e. to pay nothing that I did not have to, ruled it out. At the same time I was never much in favor of paying to men of doubtful loyalty, and I did not then know Mr Martin to be so truly otherwise. Having since learned that Mr Martin has been loyal through evil and through good report, and that having suffered for his faith, he is quite poor, I promised him that I would recommend its payment as I now do.

And having been requested by him to send it forward while he is in Washington, I enclose this under cover to himself and bespeak for him your kind consideration.

In the matter of certain real estate at Selma a question in regard to which is now pending before your Honor, and referring to the request of the Commissioner addressed to you quite recently, I have the honor to represent that the property in question having been taken possession of in accordance with an order of the President of which the Statute is but the confirmation, and before the filing of the libel, arrangements were sometime since made, with the sanction of the Commissioner by which a virtual title to the property has been already conferred, and at rates which were at the time of transfer very advantageous to the Government.
