Major

Your communication of the 6" inst with enclosed contract made between P. Brown and certain freedmen is received. The contract is evidently an unjust one if not a deliberate attempt to swindle the freedmen. The Cotton having been sent to Mobile the General directs that you communicate with Turner & Harrington Attorneys at that place putting the case into their hands and advising an attachment of the Cotton that the rights of the freedman may be established. The contract is herewith returned to you.

I am very respectfully

Sir

Your communication of the 7" inst in reference to the rights of certain freedman defrauded of their dues through other parties making prior claims, is received. In reply I have to say that under the existing State laws and in the partial abrogation of martial law no further action can at present be taken but it is hoped and believed, that these laws will soon suffer such a change as will afford to all persons secure and prompt repayment for their labor.

I am very Respectfully
