General,

I am advised by Bvt Lt. Col. Edwin Beecher that certain Vouchers paid here and transmitted to your office for amounts due for quarters furnished to Acting Assistant Surgeons have been returned to him with directions to retain the several amounts from the pay of the officers, respectively.

Without-calling in question any general rule you see proper to adopt, I have the honor to ask that as to the cases above cited which are already past it be not put in force.  Their pay proper is not in proportion to the professional skill and other qualities of value which their position calls for, their work is not at all attractive and it seems to be due as well to them as to those who are responsible for them that there should be some such stimulus, and control as reasonable pay affords.  Hence it is I ask that the small amounts now due be not infringed by stoppage, and that since they are not to be supplied a place to live in, near their place of work, their regular compensation may be proportionality raised.

A colored girl about twelve (12) years of age named "Minerva" has presented herself at this office asking transportation to her mother "Mary Jane Goodrich" at Selma.  Upon inquiry she stated that she believed her parents would send the money for her passage if they knew where she was.  Will you please institute inquiries among the colored people and endeavour to find out where her parents are and if found notify them of their daughter being her, and desiring to come there.

A colored woman named "Martha" has presented a contract at this Office made before you between John Gillen and certain freedpersons of whom Martha was one.  The laborers agreeing to work for a portion of the crop, "Martha" states that in July last, Mr Gillen drove her away without paying her.  It is desirable that an investigation of the rights of this case should be made, an early reply from you is requested.

Your communication of the 17" inst enclosing copy of "Constitution" of the Agricultural Association of the County of Monroe" calling attention to certain articles in said Constitution and asking instructions therein is received.  In answer I have to say that Martial law having been revoked, the agreements between employers and employees must be settled under the civil law
