person or station, for since the appointments will be almost entirely made on your recommendation you will in a measure be held responsible for the conduct of the appointees.

The appointments will be made at the next term of the Circuit Court which meets on the first Monday of February next.  You will therefore forward such recommendations as you may have to make by the 25" inst, leaving doubtful cases to be decided subsequently.  The State is divided into three Judicial Districts, the Northern, Middle and Sourthern.  A list is herewith sent showing the Judicial District in which the Counties under your charge belong.  As a U.S Commissioner has jurisdiction in any County of his district it is not essential that there should be a Commissioner in each County though for the prompt rendering of justice, it is desirable.  Where a Commissioner is already acting in a County no name need to be forwarded.

The bearer Mr William Montgomery a resident of Autauga Co. goes to Georgia for the purpose of obtaining hands to work his plantation.  He is well recommended by gentlemen of my acquaintance as a reliable man who will fulfill whatever promises he may make and as such he is recommended to Officers of the Bureau and the freedmen.
