Union Springs Ala Sir Your communication of the 17" inst asking as to debts incurred by the freedmen for Medical services rendered, is received. In reply I have to say that if the employer did not agree to furnish his laborers with medical attention, or to become responsible for any debts which they might incur in that line, then the physician cannot hold said employer responsible. If a physician attends freemen he can easily secure his pay by a mutual agreement between the employer and laborer to the effect that the former will be responsible for the debt about to be incurred by the latter. Surg. H.E. Williams U.S.A. who is now, by virtue of an order from these Head Quarters serving as the Medical Officer in charge of the troops at this Post. You are hereby informed that said ambulances are at the disposal and for the use of the Medical Department and you will refrain from any further interference with them. You are also notified that you have no authority to annul or in any way interfere with the contract under which A.A. Surg. Williams is serving and you will in the future obtain from any interference with the medical officer at this post or his Department. By order of Major General Wager Swayne J.F.
