Your communication of the 4" inst to Hon N.L. Brooks having been referred to Gen Swayne he directs me to say in reply that in the event of martial law being restored he will be glad to promote your views.  He deplores equally with yourself the present state of affairs and regrets his present inability to forward the ends of justice by prompt measures.

Bvt Lt Col C.J. Kipp Surg U.S.V. Surgeon in Chief of the Bureau in this District is in receipt of an unofficial letter from Gen Sewall, the Inspector General in which the latter states as his opinion that all the Volunteer Medical Officers serving in the Bureau will be mustered out as soon as their places can be supplied by detail from the Regular Army and further that he (Dr Kipp) will probably be mustered out at an early day.  General Sewall suggests however that Dr Kipp can be retained with the pay of his present army rank under the Act authorizing such retention.  As Col Kipp has proved himself invaluable in the direction of the Department placed in his charge I am unwilling to lose him if in any way it can be avoided and therefore would earnestly ask that in the event of his muster out he may be retained in his present position under the Act referred to.  The interests of the Medical Department of the Bureau in this State will I am satisfied be better subserved by such retention than by any change which could be made.

On the 20" Sept last an order was issued from this office directing Lieut Logan A.A.Q.M. to issue to Mr Garland Goode, Agent of the Bureau for Monroe County the following articles of irregular and defective clothing.

Fifty (50) overcoats, Seventy five (75) prs Pantaloons.  Thirty (30) blankets.  Mr Goode states states that the Quartermaster was unable to fill the entire order and that the balance is much needed.
