Hard of Gainesville desires to know if he can procure hands here to work on his plantation is received. In reply I have to say that the demand for laborers is very much greater than the supply and that I do not think there is any encouragement for him to come here in search of hands. Asst Adjt Gen Dept of the Tenn General I have the honor to request that permission may be granted me to procure from the Arsenal at Mount Vernon such quantity of irregular arms not available for the use of the troops, as may be requisite to arm not exceeding ten (10) companies of colored malitia within the State. Such companies are being set on foot and are applying to me for endorsement and assistance. It is understood that such armed organizations already exist in Georgia without any resulting difficulty, and in my opinion the time has now arrived in this State when this may properly be done and without fear of disturbance. General On the 21st of December last, I had the honor to write to you upon the importance of the passage of a law now pending before the Senate, (House bill No 747.) providing for the consolidation of the land offices in Alabama into one to be located at Montgomery Ala. The same reasons which caused the writing of that letter are still operative, and the benefits which, it is hoped, its passage will secure to the Freedmen, lead me again to address you on the subject. It is also thought advisable, in order to secure such attention to the duties of the office as are necessary for the interests of the people, especially those of freedmen, that the Register, under the proposed change, should be made a salaried officer; the fees of the office under the present system being almost inconsiderable. over
