I enclose you herewith circular No 3 current series from these Head Quarters relating to the distribution of the new supply of corn and bacon.  In the Sub District of Talladega and Greenville civilians are in charge who under the present regulations cannot give to the issue of supplies that personal supervision which is desirable since they cannot be reimbursed for their travel expenses farther than for the actual transportation.  The Sub Dist of East Ala is also without any one in charge and it is therefore necessary that an officer should be detailed for the purpose of supervising the issue in these Sub Districts.  You have been selected for that purpose, and in accordance with the enclosed order will leave your Station temporarily and report at these Head Quarters for special instructions on the 7" prox by which time Gen Swayne will have returned from a tour which he is now making through the State.

Your letter of the 17" Jan asking that your child Lucy might be taken from the custody of Mr Geo. W. Friar of this County and sent to you, was referred to this office by the Commissioner of the Bureau.  On examination it was found that the child was unlawfully held by him having never been bound.  She has accordingly been taken from Mr Friar, and is now in possession of the Bureau here where she will be cared for until you can

make arrangements to send for her.  You will please reply on receipt of this stating when you will send for her.

Sir 

Complaint has been made at this office that Hubbard Hines who lives near Rocky Mount in your County has in his possession two children of James Hines (colored) named Esther and Isaac and whom he claims were bound to him about March last.  The Father states that he worked for Mr Hines until the latter drove him and his children away and that a month after they were driven away Hines came and took forcible possession of the children.  I should be glad to be informed as to the facts in this case in order that the children may be given to whoever has the legal right to their custody.

I have the honor to acknowledge the receipt of your letter of the 15" inst, and to state in reply that one copy each of Special Orders No 25, 40 and 81 issued from these Head Quarters in 1866 are herewith enclosed.
Also, that there was no Special Order issued here subsequently to No 85.
Also, that Indexes to the Special and General Orders issued at these Head Quarters in 1866 will be forwarded in a 
few days, the same being in the hands of the printer.
