Your communication of the 20" inst in reference to Officer of Regulars and Volunteers in the service of the Bureau being relieved and Volunteers being mustered out and of authority being given to retain present incumbents of the office of Surgeon in Chief, under contract with present rate of pay minus commutation of fuel and quarters and inquiring if Col Kipp desires to remain under such arrangement, is received.

Col Kipp is now absent with the Asst Commissioner on a tour through the State and will probably not return before the 6" prox.  In their absence I would state that it is the desire of the Assistant Commissioner as well as of Col Kipp, that on the muster out of the latter he should be retained in accordance with the Act of Congress authorizing such retention.  I have the honor to refer you to a letter forwarded you on the 11" inst enclosing copy of communication to the Commissioner on the 7" inst in regard to this subject and to enclose as desire a schedule of the items of Kipp's pay.

By direction of the Maj General Comdg the Sub Dist of Alabama, I have the honor to acknowledge the receipt of your communication addressed to the Asst Adjt Genl Dist of the Chatt relative to the requirements of G.O. 26 Hd Qrs Dept of Ala series 1866 and to say that Non Com'd Officer in arrest should be accounted for on Tri Monthly Reports of prisoner called for by the order referred to.

I have the honor to request that twelve (12) copies of the Bureau Officer Manual may be sent to these Head Quarters for the use of Sub Asst Commissioners and other officers of the Bureau in Alabama.

The officers mentioned have not been supplied, as yet, with the Manual, and there are but two copies at these Head Quarters
