430 Head Quarters Sub Dist. of Alabama Montgomery Ala Feb 25" 1867 392/ Edwards Bvt Col L.A. Chief Medical Officer Bureau R.F. & A.L. Washington D.C. Colonel Your communication of the 20" inst in reference to Officer of Regulars and Volunteers in the service of the Bureau being relieved and Volunteers being mustered out and of authority being given to retain present incumbents of the office of Surgeon in Chief, under contract with present rate of pay minus commutation of fuel and quarters and inquiring if Col Kipp desires to remain under such arrangement, is received. Col Kipp is now absent with the Asst Commissioner on a tour through the State and will probably not return before the 6" prox. In their absence I would state that it is the desire of the Assistant Commissioner as well as of Col Kipp, that on the muster out of the latter he should be retained in accordance with the Act of Congress authorizing such retention. I have the honor to refer you to a letter forwarded you on the 11" inst enclosing copy of communication to the Commissioner on the 7" inst in regard to this subject and to enclose as desire a schedule of the items of Kipp's pay.
